Andriy Zinchenko has over 15 years of professional experience in the fields of energy policy, regulation, market design, distributed energy, and the development of sustainable energy solutions. He works at the intersection of public policy, analytics, project management, and engagement with key stakeholders in the energy sector—government agencies, international partners, the business community, and the civil society sector.

In 2024–2025, Andriy served as an energy project management specialist at USAID, where he supported the work of implementing partners, coordinated engagement with Ukrainian energy companies and stakeholders, participated in the preparation of strategic documents and program reports, and evaluated new infrastructure initiatives. Prior to that, he served as Sustainable Energy Lead for the USAID ERA project, where he worked on developing sustainable energy markets, supporting Ukrainian SMEs, formulating recommendations for public policy, and identifying opportunities to scale up energy projects.

Andriy has extensive expertise in energy decentralization, creating conditions for the development of small market participants, implementing innovative solutions, and strengthening the energy resilience of communities. He is the founder of the Solar Town energy cooperative—Ukraine’s first solar energy crowdfunding project, which brought together 97 co-investors to build three solar power plants in Slavutych. He was also a co-founder of Greencubator, where he worked on developing local energy initiatives, climate innovations, and promoting changes in public policy.

From 2014 to 2016, he led the energy division of the “Reanimation Package of Reforms” coalition, where he coordinated expert work and advocacy for reforms in the sector. Andriy is the author and co-author of research and publications on microgrids, distributed energy resources, small players’ access to the electricity market, climate innovations, and energy market reform.

He earned a master’s degree in international relations and translation from Taras Shevchenko National University of Kyiv, studied political science at the University of Missouri (Columbia), and received a certificate with honors from the Florence School of Regulation. In 2017, together with Roman Zinchenko, Andriy received an award from Stanford Law School for his contribution to the development of energy innovation, energy efficiency, renewable energy, and sustainable development.
