Anna Artemenko

Team Lead of the Project Preparation Unit support team  

Anna has more than 15 years of experience in project management, negotiations, and international cooperation in the public sector. Her areas of profound expertise include competition policy, state aid, public procurement and European Integration.

She currently leads the Project Preparation Unit (PPU) Support Team and is responsible for coordinating expert support to strengthen the institutional and analytical capacity of Ukraine’s public investment system.

From 2023 to 2025, Anna headed the Office for the Approximation of National Legislation to EU Law under the Verkhovna Rada of Ukraine (Recovery and Reform Support Office).

From 2005 to 2015, she has held a number of senior positions in key Ukrainian government institutions (Ministry of Justice, Ministry of Economy, Antimonopoly Committee). In particular, in 2015-2019 Anna was a Board Member of the Antimonopoly Committee of Ukraine.

Anna was a member of the official Ukrainian delegations in negotiations on the EU-Ukraine Association Agreement, the WTO Government Procurement Agreement, and free trade agreements with Canada and EFTA countries.

She played a central role in establishing Ukraine’s state aid monitoring and control system in line with EU integration commitments and has led the implementation of international technical assistance projects. 

Graduated from the Academy of Advocacy of Ukraine with a degree in Law and studied at the Diplomatic Academy of Ukraine. Since 2024, she has been pursuing a PhD in International Law at the Institute of International Relations of Taras Shevchenko National University of Kyiv.
