Iuliia Perchuk

Deputy Executive Director

Iuliia has more than 15 years of professional experience in both the public and private sectors, with expertise in strategic planning, project management, organizational transformation, and institutional development.

From 2018 to 2023, she headed the Reform Support Team at the Ministry for Communities and Territories Development of Ukraine (formerly the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine). During this period, she actively contributed to the development and advocacy of key reforms in the areas of energy efficiency, housing and utilities. She participated in drafting and supporting the adoption of more than 30 laws and over 100 legal acts. From 2011 to 2017, she worked in the district heating sector and served as a member of the Supervisory Board of a district heating company.

She holds a Master’s degree in Law from Taras Shevchenko National University of Kyiv and an Executive MBA from MIM Kyiv Business School. In 2022, she obtained a Corporate Governance Certificate from the Ukrainian Corporate Governance Academy (UCGA).

Participated in Net Zero World Climate Smart Women Energy Leaders Program - joint program of Net Zero World Initiative and U.S. Department of Energy National Laboratories, launched by U.S. Secretary of Energy Jennifer Granholm (2023).

In 2025, she completed executive training at the International Institute for Management Development (IMD, Switzerland) receiving certificates in Complex Problem Solving and Strategic Thinking.

Iuliia is the winner of the “Women of Ukrainian Energy 2023” competition, organized by the Ukrainian Women’s Energy Club, in the “Leader” nomination.
