She has expertise in energy efficiency, district heating, housing policy, strategic planning, project management in the private and public sector.
More than 10 years of professional experience in the public and private sector.
Since 2011 had been working in the field of district heating and was a Member of Supervisory Board at district heating company till 2017. Since 2019 Member of the Board of HOA.
In 2018-2023 she worked as Director of the Reform Support Team at the Ministry for Communities and Territories Development of Ukraine (former – Ministry for Regional Development, Construction and Housing and Communal Services of Ukraine).
She participated in development and supported adoption of 30+ laws and 100+ bylaws and, including bylaws on the Laws of Ukraine "On Energy Efficiency of Buildings", "On the Energy Efficiency Fund", "On Commercial Metering of Heat and Water Supply", "On Energy Efficiency".
Iuliia obtained Master's degree in Law at Taras Shevchenko National University of Kyiv. She graduated from MIM-Kyiv with an MBA degree. She completed successfully the requirements to be awarded the Certificate in Corporate Governance (Ukrainian Corporate Governance Academy
2022).
Participated in Net Zero World Climate Smart Women Energy Leaders Program - joint program of Net Zero World Initiative and U.S. Department of Energy National Laboratories initiated by Secretary of Energy Jennifer M. Granholm (USA 2023). She is the winner of the «Women of Ukrainian Energy 2023» competition in the nomination «Team Leader».
