The Recovery and Reform Support Team (RST) at the Ministry of Environmental Protection and Natural Resources of Ukraine (MEPNR) provides targeted technical support and assists the MEPNR in the design and implementation of recovery and reform priorities by filling the capacity gaps in the design and implementation of priority reform strategies and programmes, while strengthening links and partnerships between the MEPNR and relevant donor support. RST experts shall assist the MEPNR in ensuring coordination and complementarity between RST and other relevant technical assistance projects.
The key priorities of the Ministry, in line with the Government agenda, are:
● Reform of the Environmental Control and Assessment (EIA & SEA);
● Industrial Pollution Reduction and Environmental Monitoring Reform;
● Waste Management Reform;
● Water Resources Protection;
● Climate Policy Implementation;
● Subsoil Reform;
● Public Administration Reform;
● Biodiversity Conservation.
RST is now opening the competition for the position of Expert, Environmental Finance. Main duties and responsibilities of the Expert, Environmental Finance will be:
● Preparation of financial and economic analyses for draft regulations on environmental protection according to the Rules of Procedure of the Cabinet of Ministers of Ukraine and
relevant order of the Ministry of Finance of Ukraine;
● Preparation of financial and economic assessments and/or justification for draft regulations on environmental control, legal responsibility for environmental offenses, waste
management reform and other priority reforms as per request of the MEPNR;
● Coordination of the development of concept of key environmental fund/funds and financial instruments, analysis preparation, drafting of the concept note and other relevant
documents;
● Drafting of evidence-based policy proposals in compliance with best international practice in the area of environmental taxation, financing and audit.
● Data and information search, integration and analysis related to environmental reforms.
Consulting services and assistance provided to the delivery of economic and financial analyses for strategic documents, legislative drafts (by-laws), comments, analyses and proposals for:
● Key reform priorities in accordance with the Ministry’s policy agenda and the EU integration requirements;
● Analysis of international experience in the field of taxation and financing of environmental projects;
● Preparation of concepts for the Ecological Fund, and environmental financial instruments launch and further operations;
● Development of financial models and calculations for taxation policies in the environmental area such as rental payments for forestry, extractive industries, waste disposal, fossil fuel excise taxes etc.;
● Revision of the environmental audit legislation according to EU Regulation 1221/2009 on EMAS;
● Performing economic analysis for environmental components of recovery initiatives.
The initial consultancy assignment is expected to start in May 2024 and has an estimated duration of 16 months. This assignment has an opportunity for extension, subject to the availability of donor funding, consultant’s performance, and the specific needs of the RST. The probation period is two months.
