She has 20 years of professional experience and extensive expertise and practical experience in effective governance, public administration and civil service reform, lawmaking, project management, European integration and international technical assistance coordination.

As Director of the Reforms Delivery Office of the Cabinet of Ministers of Ukraine, Tetyana Kovtun supervises, in particular, the work of the Kyiv Office (operating on the basis of the Reforms Delivery Office) of the technical Secretariat of the Multi-Agency Donor Coordination Platform for Ukraine to ensure reconstruction of Ukraine, its European integration and implementation of reforms. 

Tetyana Kovtun held positions of Deputy State Secretary of the Cabinet of Ministers of Ukraine and Secretary of the Coordination Council for Public Administration Reform. She was responsible for the implementation of the Public Administration Reform Strategy in Ukraine to ensure the approximation of Ukraine with European principles of public administration.

Tetyana also worked in the EU Delegation to Ukraine, where she was responsible for the anti-corruption and cooperation with the Support Group for Ukraine SGUA. 

Tetyana has a Master’s degree from the University of Minnesota and Kyiv-Mohyla Academy.
