Has more than 20 years of experience in the public (design and research institutions in land surveying and land valuation) and private sector (legal and engineering consulting). Worked as Deputy Director for Technical Issues in the World Bank’s "Rural Land Titling and Cadastre Development Project for Ukraine", an expert on USAID, UNDP, and OECD projects. Developer and co-developer of many legal acts on land relations, land decentralization, and deregulation, land management, land valuation, spatial planning, and geospatial data infrastructure in Ukraine.

Doctor of Economic Sciences, Professor, thesis topic "Regulation of the Land Market in Ukraine". Member of the Council for the National Infrastructure of Geospatial Data, and member of the Commission for the Audit of Damages Caused to Ukraine as a Result of Armed Aggression by the Russian Federation.

Graduated from the National Agrarian University in "Land Surveying and Cadastre", "Law" and "Forestry". Attended professional training programs in Poland, Germany, France, and the USA. Certified land surveyor and geodesist, land appraiser, auctioneer for conducting land auctions, a specialist in the sale of state property in the process of privatization, and forensic expert.
