Budget support and recovery priorities discussed at the Ukraine Donor Platform meeting

On 14 January, the twelfth meeting of the Steering Committee of the Ukraine Donor Platform, established to coordinate international assistance and address the immediate needs and long-term recovery of Ukraine, took place.

During the meeting, the partners discussed the Platform's priorities - mobilising resources for external budget support for Ukraine in 2026 and Ukraine's recovery needs in the energy sector, humanitarian demining, housing reconstruction, restoration of critical and social infrastructure, as well as support for the private sector.

In his opening remarks, Prime Minister Denys Shmyhal thanked the partners for their coordination, significant budget support and the G7's initiative to provide Ukraine with USD 50 billion in funds secured by the proceeds of russia's frozen assets. "It is important that all USD 300 billion of russia's frozen assets are directed to Ukraine's recovery and development," the Prime Minister stressed.

Denys Shmyhal told about the priority areas of recovery that required urgent response and for which investment priorities had been formed for this year. "This is the social sphere, where the focus is on the reconstruction of housing, education and science, healthcare, primarily on shelters in schools, hospitals, etc. This includes social protection and livelihoods for Ukrainians. It is the reconstruction of infrastructure: energy, including the protection of energy facilities, and mining, transport, water supply and sanitation. And such cross-cutting sectors as demining, emergency response and civil protection, which includes ‘large shelters’ based on the Finnish model," the Prime Minister stressed.

Also, the Head of Government highlighted that Ukraine had been actively implementing public investment management (PIM) reform to ensure the effective implementation of investment projects and attract partners. "In 2024, the Strategic Investment Council began its work, and approved the Single Project Pipeline (SPP) - 787 projects, of which 92 projects were selected for this year. We also established the Project Preparation Unit, an Interagency Working Group to streamline the preparation of public investment projects. All projects should be implemented through the Single Project Pipeline," Denys Shmyhal accentuated.

The Co-Chair of the Platform from Ukraine, Minister of Finance Sergii Marchenko, spoke about the situation and financing needs for the budget for 2025-2026. “For 2025, financial challenges remain significant. The Ministry of Finance is implementing measures to increase domestic budget revenues – demonstrating growth by USD 9.4 billion, or about 6.5% of GDP. But international support – estimated at USD 39.3 billion – remains crucial. I am grateful to the G7 and EU countries, as well as international financial organisations, for the necessary decisions to support Ukraine in meeting its critical budgetary needs. In particular, it is expected that in 2025 Ukraine will attract USD 22 billion within the framework of Extraordinary Revenue Acceleration (ERA) Loans for Ukraine initiative - the sum secured by revenues from frozen assets of russia, EUR 12.5 billion through the EU’s Ukraine Facility financial instrument, USD 2.7 billion from the IMF under the EFF Arrangement,” stressed Minister of Finance Sergii Marchenko.

Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine, Minister for Communities and Territories Development of Ukraine, spoke about the needs for restoration and priority projects. "Ukraine's recovery is impossible without critical infrastructure that will provide security and resilience for our citizens. We must focus on sectors that directly affect everyday life: energy security, housing and social infrastructure. We have to enhance coordination with donors and increase the level of coverage of our critical needs. The key is transparency and accountability. Reconstruction should promote the introduction of modern approaches to processes management," said Oleksii Kuleba.

The Deputy Prime Minister stressed that the work on the Fourth Ukraine Rapid Damage and Needs Assessment (RDNA4) is well underway, providing a clear roadmap for Ukraine in 2025. According to him, the RDNA4 will be completed in February.

Background information

The Platform's Steering Committee comprises senior officials from Ukraine, the G7 countries and the European Union. The Steering Committee is co-chaired by senior officials from the United States, the European Commission and Ukraine - the Coordinator of U.S. Assistance to Europe and Eurasia, Department of State, Maria Longi from the United States, Director-General for Neighbourhood and Enlargement Negotiations, Gert Jan Koopman from the EU, and Minister of Finance Sergii Marchenko from Ukraine.

International financial institutions and organisations also take part in the Steering Committee meetings as active participants. Currently, the Platform unites 23 permanent and temporary members and observers, 7 participants, including international financial institutions and the OECD.
