Purpose – Provision of expert energy sector advisory services to the Ministry of Energy of Ukraine to enhance internal analytical capacities, including on prioritization of repairs, procurement of essential equipment to restore the system, and assessment of oblasts’ energy strategies and sector needs.
Overview:
As part of the Support for Management Assistance to Reforms and Transformation of State-Owned Enterprises (SMART) Program and at the request of the Ministry of Energy of Ukraine (the Ministry), the European Bank for Reconstruction and Development (the EBRD) is initiating a technical cooperation project titled "Ukraine: Rapid Support to Energy Security and Transparency"(the Project).
Background:
By the order of the Minister of Energy of Ukraine, a dedicated Working Group was established in summer 2024 to coordinate cooperation with international partners, and in particular to rapidly restore generating capacities and prepare the power system for the 2024-2025 winter and summer peak period. The Working Group is composed of 5 topical subgroups.
In connection with the creation of the Working Group, the Ministry has requested rapid assistance from the EBRD to support the deployment of its topical subgroups – and of their analytical activities – to achieve the urgent goals of restoring the power system and maintaining its resilience.
Objectives:
To answer the Ministry’s assistance request, the EBRD is announcing a tender for the provision of specialized information and energy sector advisory services to the Ministry of Energy of Ukraine – under the EBRD Project titled "Ukraine: Rapid Support to Energy Security and Transparency".
The objectives of the Project are to support the Ministry’s coordination of efforts with market participants and international partners to notably a) analyse the current state of the Ukrainian energy system, b) prioritize repair and protection activities for critical components of the system, c) facilitate the procurement of relevant equipment.
To achieve the objectives of the Project, the EBRD welcomes proposals from a highly qualified service provider to undertake the following key tasks:
Providing expertise to enhance the analytical and strategy implementation capacities of the five subgroups of the Ministry, as well as technical support upon request of the Rapid Response Unit (RRU), a team within the Ministry dedicated to ensuring the stability and resilience of the Ukraine's energy infrastructure;
Providing expertise to support the analysis of the energy system needs by the Ministry's teams, including opportunities/project proposals in the energy sector received by the Ministry and the RRU from donors and other stakeholders, in particular in the context of urgent restoration of the energy system and preparation for the 2024-2025 Annual General Plan;
Provide expertise to support the assessment of energy sector needs and strategies in different regions (oblasts) of Ukraine. This includes an analysis of how these needs and regional strategies may affect the energy system at the national scale.
To deliver on the Project, the EBRD is seeking an independent service provider with a strong local presence in Ukraine, and proven experience in technical assessment of energy systems and markets.
In particular, the Consultant’s expert team is expected to include key experts as follows:
Project Manager(s), with preferably at least 10 years’ experience in project management, specifically in projects related to the power sector.
Lead Economist/Engineer, with preferably 10 years’ project experience related to the power sector, including overseeing, or coordinating, the work of a team of economists/engineers.
At least one local expert in the team that is fluent in Ukrainian with significant expertise and at least some experience in formulating technical recommendations.
[Optional but considered strong advantage] A support pool of Economists/Engineers with proven experience and expertise of power systems and the wider energy sector.

Please note that the retained provider will work with sensitive information and will be expected to sign a Non-Disclosure Agreement (NDA) with the Ministry.
Application Instructions and Checklist
Companies with proven experience in technical assessment of energy systems and markets and experts who can provide quality services in accordance with the Terms of Reference of the Project, which will be confirmed by the provision of evidence via documents listed below, are invited to submit a bid.
Applicants should submit the following documents filled out in English:
An implementation proposal that uses the attached template (LINK TO TEMPLATE). The proposal must respect the page limits specified in the template. Specific sections in
the template will allow the applicants to indicate essential information – for example, a budget outlining expected costs associated with the proposal, the names of the relevant experts who will be part of the company’s team working on the Project, the amount of time those experts can dedicate to the Project, and the company's portfolio confirming experience and relevant previously completed projects.
The CVs of all experts expected to be involved in the Project (note: CVs do not count towards the page limits).

Participants who have submitted an incomplete package of documents will not be considered for the above services.
