At the end of 2018, the total number of ASCs reached 775: over 15 million Ukrainians used their services in the last year, and local budget revenues from their operation totalled UAH 2.9 billion, as reported by the State Agency for Electronic Governance of Ukraine.
“One of the leaders in building up the ASC is Ivano-Frankivsk. The city was one of the first in Ukraine to create the ASC as far back as 2010. As a result of decentralization, the ASC currently provides 240 services to over 50-60 thousand citizens per year. In 2018, the ASC generated over UAH 48 million, which accounted for 34% of all non-tax revenues of the budget. It is forecast that the increase in revenues from provision of administrative services will be 120% in 2019,” the State Agency for Electronic Governance announced.
Moreover, Ivano-Frankivsk was the first to publish detailed data on the ASC’s performance.
The data analysis showed that the most popular services, provided by the Ivano-Frankivsk ASC, included registration of a place of residence, issuance of a foreign passport and services related to land issues and construction.
“From now on, these services will become even more transparent in order to reduce corruption risks associated with each of them. Visualization allows everyone to find abnormal deviations from standard rejection and response rates, discover factors that caused them, etc.,” the State Agency for Electronic Governance noted.
According to the Agency, making information on ASCs’ performance publicly available can become the next step in implementing the decentralization reform, as this opens up opportunities for:
- developing new services and improving the quality of existing services;
- assisting in saving time by analyzing actual costs associated with a particular service;
- decreasing corruption risks as a result of maximizing transparency of the process;
- forecasting budget revenues;
- making rational managerial decisions; and
- improving regional business climate.
