As part of Ukraine’s recovery and EU alignment efforts, the National Energy and Utilities Regulatory Commission of Ukraine (NEURC) has been tasked with creating a REMIT IT system to monitor Ukraine’s wholesale energy market. This system will be aligned with the requirements of EU REMIT Regulation 1227/2011, which were transposed into national legislation through the Law of Ukraine 3141-IX.
To support NEURC in developing this future REMIT system, the European Bank for Reconstruction and Development (EBRD) has launched a technical cooperation project titled “Ukraine: Enhancing Energy Market Transparency”. The project’s goal is to equip NEURC with a fully functional REMIT system that complies with Ukraine’s legal and regulatory framework and the country’s international commitments. The project will be delivered by a combination of specialised IT developers and an oversight consultant.
To complement this work, the EBRD is will also reinforce NEURC’s internal capacity by recruiting a Regulatory Management Support Team (“REMAST”) composed of three Ukrainian experts. The REMAST will be embedded within NEURC and provide targeted technical support in areas relevant to the REMIT project – such as market data requirements, IT systems, and regulatory aspects. The REMAST will enable NEURC staff to participate more effectively in all the phases of the REMIT project, and ensure that the REMIT project and its deliverables are aligned with applicable requirements. The REMAST will also gradually build NEURC’s internal capacity to take over and manage the REMIT system after it is delivered. Please refer to Terms of Reference for full details.
Three qualified specialists are sought for the REMAST positions at NEURC:
- Team lead/project manager (energy expert)
- IT expert
- Data or market monitoring expert
