RECOVERY AND REFORM DELIVERY OFFICE OF THE CMU: 2025 RESULTS

In 2025, the Recovery and Reform Delivery Office (RDO) of the Cabinet of Ministers of Ukraine[1], provided systematic support to the Government of Ukraine in coordinating international assistance, supporting recovery and European integration, implementing reforms, and communicating changes.

 

The RDO supports the work of the Secretariat of the Ukraine Donor Platform, ensures the effective functioning of the Interdepartmental Working Group on the preparation of public investment projects, and provides organisational and communications support for the Ukraine Recovery Conference (URC).

 

We focused on reforms directly related to the country’s recovery and accession to the EU

  • public investment management reform;

  • public administration reform;

  • and reforms in agricultural and land policy and human capital development. 

 

The RDO also supported the development of the Government Action Programme and the related Priority Action Plan for 2025, which were approved on 10 September 2025. 

In addition, the RDO supports the Government in maintaining the Reform Matrix, which sets out recommendations from international partners and conditionalities linked to financial support programmes. In particular, within the framework of the Ukraine Donor Platform and based on monitoring of the Reform Matrix, the RDO prepared four interim reports on reform progress, as well as a comprehensive report for 2025.

[1]  RDO is part of the Ukraine Recovery and Reform Architecture (URA) program. The Ukraine Recovery and Reform Architecture is a comprehensive technical assistance programme deployed by the European Bank for Reconstruction and Development (EBRD), in partnership with the European Union, to support critical recovery and reform processes in Ukraine. URA is implemented with the financial assistance of the EBRD-Ukraine Stabilisation and Sustainable Growth Multi-Donor Account (MDA), contributors to which are Austria, Denmark, Finland, France, Germany, Italy, Japan, Latvia, the Netherlands, Norway, Poland, Slovenia, Sweden, Switzerland, the United Kingdom, the United States, and the European Union.
