On 12 June 2019, the Government passed the Resolution of the Cabinet of Ministers of Ukraine On Amending Some Resolutions of the Cabinet of Ministers of Ukraine Concerning Executive Authorities’ Official Websites.
According to a statement from the State Agency for E-Governance in Ukraine, the Resolution has established the design code for official websites of executive authorities. It sets standard requirements to official websites’ design and their visual appearance as part of a unified system with a common interface, colouring, and placement of the different design elements.
According to the Agency, steps have been taken to provide for the better security of the government websites’ domain names using DNSSEC and SSL validation, and make them less exposed to hacker attacks and hijacking, and more protected from counterfeit DNS data.
The advent of electronic governance in Ukraine has increased the number of e-government services rendered by various executive authorities. There are currently more than 125 online services available in the Services section of the Government portal. However, to receive an online service, a user has to visit a website of an agency that provides it. For historical reasons, different public authorities created their websites following different principles and design patterns.
“The State Agency for E-Governance in Ukraine has developed a common design code for executive authorities’ official websites so that visiting a necessary website is as seamless and invisible to a user as possible,” - the statement said.
It is also noted that the introduction of a common design code for official websites of executive authorities helps optimize government costs associated with human resources, financing and time, and is, in essence, a symbolic manifestation of changes in public administration.
