In 2025–2026, it is essential to ensure all necessary decisions are taken to support the security and defence sector, attract financing from international partners, and expand domestic defence production. Key initiatives also include strengthening social support for the population and rolling out programmes for war veterans, supporting frontline territories and internally displaced persons, ensuring energy security, and advancing Ukraine’s recovery and reconstruction.
These decisions are a logical continuation of the Government’s systemic policies and reforms, and a response to current challenges. All strategic initiatives will be implemented within the framework of the main priorities.
The Government will deliver its key policy priorities in every sector by leveraging domestic resources and instruments, the support of international partners, private-sector resources, and the institutional capacity of public authorities. This approach entails specific actions with clear timelines, assigned responsibility, and a results-oriented focus.
Government-defined priorities are further detailed at the ministerial level through the formulation of ministry-specific goals that reflect sectoral policy needs, along with tasks, measurable indicators, and deadlines. This ensures a clear link between the Government’s strategic objectives and the concrete measures implemented by each authority.
