It is envisaged to establish a Recovery Fund and develop a Comprehensive Recovery Plan for Ukraine, providing for the implementation of major infrastructure projects; the restoration of housing, logistics, and critical infrastructure; the roll-out of a “comprehensive recovery” project that reflects the interests of regions and territorial communities; and the application of public investment management instruments.
The Plan will include special programmes to facilitate the return of Ukrainians who have left the country, providing for housing, employment, and social support; the creation of dedicated support centres (hubs) in selected countries; and the establishment of a mechanism for exercising Ukrainian citizens’ right to multiple citizenship.
