In 2025–2026, measures will be undertaken to rebuild frontline territories and support internally displaced persons (IDPs) by implementing a single government programme for compensation for lost housing for IDPs whose property remains in temporarily occupied territories; introducing risk-insurance mechanisms for businesses; providing support to agricultural producers; and developing security infrastructure.
To meet the basic needs of territorial communities, at least UAH 25 billion earmarked for state social programmes will be allocated in 2025, and over UAH 50 billion in 2026.
A special economic regime will be introduced in frontline areas to create favourable conditions for doing business and employment. In addition, indexation will be implemented, and pension and social programmes will be further developed.
